The regular meeting of the Village of Falconer Mayor and Board of Trustees was held on Monday, February 10, 2020 at 7:02 P.M. in the Falconer Community Building Board Room with Mayor James Jaroszynski presiding.

Minutes
Trustee Dunn made a motion, seconded by Trustee Steele, to approve the minutes of January 13, 2020 Board of Trustee meeting as written. Roll: Dunn: Aye, Steele: Aye, Gustafson: Aye, and Jaroszynski: Aye. Nays: None. Carried.
Fire Chief
The chief’s January report was reviewed and noted that the department responded to 48 EMS, 18 Cancelled in Route, 1 Structure Fire, 4 Public Assist, 1 Good intent, 1 Service Call, 1 Odor Investigation, 5 False Alarm, and 1 Water Problem, totaling 81 calls in January/276.46 personnel hours.
Mutual Aid Breakdown-
Given: Jamestown-12, Celoron-1, Frewsburg-5, Kennedy 1, totaling 19. Received: Kennedy-4, Kiantone-2, Fly Car Assist-13, totaling 19.
Chief Webster & Trustee Steele reported to the board that a meeting, between the county, city of Jamestown and other surrounding fire departments, was held Sunday morning at the Jamestown training grounds to discuss the city’s EMS situation. The surrounding fire companies will continue to assist the city with EMS calls as needed. In return, “most items” will be reimbursed by the hospital(patient) or the county. The county will reimburse for items the hospital does not carry. The city may block out 4 quadrants for calls dispatched to Falconer, Celoron, Fluvanna, and Kiantone. This should shorten response time by toning out the closest department.
It was also noted that the city and county complimented Falconer for its response and assistance.
Chief Webster concluded by saying that “we (Falconer) are fortunate to have a high number of qualified EMT’s and medics” in our department that can offer assistance. We feel we have a good “verbal” working agreement with the city.
It was noted by Chief Webster that he has ordered upgraded computer back-up equipment, 13 (of the 20 needed) air bottles and 500 feet of 4” hose, as approved by the fire advisory board.
Code Enforcement
The January code officer report was reviewed. It was noted 1 ($25.00) building permit was issued, 0 building inspections were performed, 3 certificates of occupancy were issued, 0 certificates of compliance, 10 phone calls/personal contact/emails were addressed, and 3 complaints received/actions taken. CEO Morris noted that he has sited Mr. Gronquist again for several violations on his 39-43 W. Main Street property.
Mr. Morris and Mr. Gustafson are continuing to transition Mr. Morris into his new position as village code officer.
Department of Public Works
The DPW report was reviewed for the period January 13, 2020-February 9, 2020.
Superintendent Fuller stated that he received a quote from Mr. Moss at Servis Plumbing of $4,500.00, not including installation, for an oversized boiler tank. A larger tank may be needed to resolve the “boil-over” problem that continues to occur. Mr. Moss did install a T-pipe to see if it would alleviate the problem.
Mr. Fuller is looking to get a price quote on a new 10-wheeler truck. The DPW’s current 10-wheeler is scheduled to be this year.
Three of the “original (2012)” park cameras have stopped working.
DFT is providing quotes to upgrade the village phone system. Treasurer Trask recommended that all or none of the phones should be replaced (DPW, fire hall, library and village offices).
Library
The January library report was reviewed. This month the library received $5.00 for fines, $92.00 for copies and faxes, $325.00 holiday sale, $568.00 for gifts & donations.
Mrs. Becker invited the board to visit the knitting club’s items which are currently on display in the library this month.

Animal Control:
Ms. Goodwill is scheduled back in Town of Ellicott court on February 18th at 6:30 pm.
Farmers Market
The board agreed that if a new market manager could not be found soon, the market should be put on a one-year hiatus.
Finance:
The budget must be filed with the clerk for 30 days prior to adoption at the April board meeting.

RESOLUTION #3-2020
Resolution to approve Falconer Square Site Plan
Motion to approve the Falconer Square site plan as approved by the Village of Falconer Planning Board at their meeting held on January 21, 2020. Whereas, final site plan approval is contingent upon recommended conditions as outlined in Comments 2, 3, and 6 of the Chautauqua County Planning Department letter, dated January 21, 2020, and written by Junior Planner, Matthew Bourke, to the village; and Whereas, the village will have final input in regards to:
- Brick facing/parapets
- Landscaping
- Greenspace/amenities
- Fire lanes/Fire systems
- Sidewalk replacements

Old Business:
Mayor Jaroszynski reported that he would be signing a funding request letter, along with the school, requesting support of the FCS STEM summer camp. He noted that the village would not be providing any direct funding to the program, only in-kind services & support.
New Business:
Mayor Jaroszynski reported that approval has been give to the Chautauqua Lake Rowing Association to use the Community Building for their upcoming sign-ups and work-outs.

Mayor Jaroszynski read an email message, dated 2/4/2020 at 9:30 am, from Sue Seamans regarding her and Mayor Rensel’s commendation ceremony. In addition, a portion of her email read as follows:
“I would like to say two things that are important for you to hear: The Mayors and the Village Board of Trustees in Falconer have created a wonderful rapport with staff and community. It is this commitment that allows growth and success in the services offered. The Falconer Public Library Boards and Staff have dedicated their time to promote literacy for over 100 years!”
