January 11, 2021 Regular Meeting
The regular meeting of the Village of Falconer Mayor and Board of Trustees was held on Monday, January 11, 2021 at 7:00 P.M. via Zoom Video/Teleconference with Mayor James Jaroszynski presiding.
Pledge of Allegiance
Acceptance of Trustee Steele’s Letter of Resignation
Mayor Jaroszynski presented Trustee Steele’s resignation from the Village Board for official approval. Trustee Dunn made a motion, seconded by Trustee Reynolds to accept Trustee Michael Steele’s Letter of Resignation from the Board of Trustees effective December 31, 2020, as dated and read by Trustee Steele to the Board on October 13, 2020. Roll: Dunn: Aye, Gustafson: Aye, Reynolds: Aye, and Jaroszynski: Aye. Nays: None. Carried.
Appointment of Trustee Cavallaro
Mayor Jaroszynski requested the Board’s approval of his appointment of Anthony Cavallaro to the Board of Trustees. Trustee Reynolds made a motion, seconded by Trustee Dunn, to approve the appointment of Anthony Cavallaro to the Village of Falconer Board of Trustees, to replace Trustee Steele, effective January 1, 2021. Roll: Dunn: Aye, Gustafson: Aye, Reynolds: Aye, and Jaroszynski: Aye. Nays: None. Carried.
Mayor Jaroszynski read to the board a brief summary of Mr. Cavallaro’s history, accomplishments and community contributions: “Skip is a life-long resident of Falconer. He was a 1966 graduate of FCS and served in the military from 1967-1969.
Skip worked in the Falconer DPW from 1970 as a motor equipment operator and became Superintendent in 1988, until his retirement in 2004. He has been an active member of the Falconer Fire Department since 1973; having held the offices of Chief, President and currently serves on the Falconer Fire Advisory Board. Skip is currently a Deputy Fire Coordinator for Chautauqua County. A position he held since 1993.
Skip and his wife Brenda, live on Main Street and have two daughters and four grand-daughters.”

Visitors
No visitors were present via Zoom. Clerk Fales noted that as of 4 pm today she had not received any comments or questions from the public to be addressed at this meeting.
Minutes
Trustee Dunn made a motion, seconded by Trustee Reynolds, to approve the minutes of December 14, 2020 meeting of the Mayor and Board of Trustees, with the following revisions:

Fire Chief
The chief’s December report was reviewed and noted that the department responded to 52 EMS, 2 fire alarms, 2 trees/branches down, 3 MVA, 1 residential lockout, and 1 odor investigation, totaling 61 calls in December. Year to Date Calls: 841.
Mutual Aid Breakdown- December
Given: Jamestown-8, Frewsburg-9, and Kennedy-3, totaling 20
Received: Jamestown-0, Kennedy-2, Kiantone-0, Medic 74-2, Alstar-1: totaling 5
Trustee Cavallaro questioned why the calls into Jamestown are not slowing down now that the City signed their contract with Alstar for EMS service. He stated his concern regarding potential burn out the Falconer volunteers. A brief discussion between the mayor and board followed. Unfortunately, Chief Yager was not in attendance to address Trustee Cavallaro’s concerns.
Code Enforcement
The code officer’s December report was reviewed and noted 1 building permit was issued ($25.00) 78 YTD ($2,130.30), 0 building inspections performed (1 YTD), 0 certificates of occupancy (30 YTD), 0 certificates of compliance (10 YTD), 5 phone calls/personal contact/email (272 YTD), 0 notices of violation mailed (20 YTD), 0 notice of violations solved (5 YTD). Mayor Jaroszynski reminded the board that Code Officer Morris is working shorted winter hours (9-noon Monday-Friday) through March.
Department of Public Works
The DPW report was reviewed for the period December 15, 2020-January 10, 2021.
Superintendent Caprino clarified for Trustee Dunn that the insulation of Falconer Park cameras was proactive in nature and at the advisement of the security company. Trustee Reynolds commended Superintendent Caprino and his team for their excellent work cleaning up following the recent winter storm.
Library
The December library report was reviewed. This month the library received $47.00 (copies), $10.00 (fines), $217.00 (Book Sales), $5,950.00 gifts & donations, and $4,809.00 other.
The board was extremely pleased in the library’s continued success in engaging the community in a wide-array of activities again this month.
Committees:
Mayor Jaroszynski requested Trustee Cavallaro take over as liason for the 3 committees that Trustee Steele had been responsible for: Animal Control, Community Building and Downtown Development.
Legal:
Attorney Peterson supported the mayor’s signing of another letter of support of the Falconer Square project.
Mayor Jaroszynski, on behalf of the Village, congratulated Greg for his 20 years of service and retirement from the the Robert H. Jackson Center Board of Directors.
Crossing Guard:
Superintendent Caprino inquired if the crossing guard would be paid if the school moved to 100% virtual learning at some point. The school pays 50% of the salary, so Mayor Jaroszynski stated that he would have to speak to the school.
Farmers Market:
Mayor Jaroszynski noted that an area business offered to make a donation towards the Farmers Market.
Planning & Zoning:
The board tabled the building moritorium suggestion for the second time, feeling it maybe unnecessary, if the final approval is received from the county and the public hearing can be scheduled for the updated zoning code next month.
Old Business:
The letter of request for the .Gov website extension was sent in for federal approval. Mr. Peterson suggested that when the website is up and running, Trustee Reynolds do a video “so long” to Trustee Steele.
Clerk Fales reported that one employee and several volunteers have yet to complete the annual sexual harassment training.
New Business:
Clerk Fales reported that she submitted the list of notifying the County the Trustee Cavallaro and Trustee Reynolds will be up for re-election at the November election of 2021.
Mayor Jaroszynski asked if any of the trustees would be willing to volunteer to serve on the upcoming DPW contract negotiation committee. The currect contact expires at the end of this fiscal year and needs to be re-negotiated before June 2021.
Correspondence
The January 2021 village calendar of events/meetings was handed out to the board in their packets. Mayor Jaroszynski made special note that all village offices will be closed in celebration of Dr, Martain Luther King Day next Monday, January 18th.
Clerk Fales disclosed that she responded to a US Census Bureau’s Boundary and Annexation Survey (BAS) on behalf of the Village confirming that there were no boundary changes in the village in 2020.
